I down loaded the "gparted-livecd-0.3.4-11.iso". I open the winrar file and extracted it, but I do not understand what else to do because there is no .exe file or read me in it. I use windows xp home sp2.

You can't install the ISO under mswindows, because:
1. It is a Linux program, not mswindows.
2. It is made to boot and run on a cd from the cd or dvd drive.
It isn't winrar file, it is the image for a cd. You have nothing to extract.
To use this software, you have to burn the ISO file on cd (attention: as ISO image, not data cd), put it on the drive and boot the computer from this drive. It is better to read well the documentation before doing any operation, because it is a very powerful tool, and potentially dangerous as it could erase an entire hard disk.
You can burn the CD with mswindows programs (like Nero, Infrarecorder and many others) or Linux.
Installed versions are to be installed under Linux only.
