Topic: How can I delete files in the / directory?

Plus:

My GPL crashed and then after rebooting I can't find the files in the previous /home/user folder as the new one is totally empty? Are they totally lost? The partition still seems full.

I had been updating the main debian packages, then it got frozen & I had to restart it. I think it run out of free space.

Now the most important thing for me is how to delete files in / directory. It constantly says -  Permission denied.

An example: Unable to trash file /var/cache/man/ru: Permission denied
