This software can't be installed under mswindows. It is a linux program, you need a linux operating system to install and run it. So, it seems that you just copied files on the hard drive.
You can make a GParted livecd and boot the computer from it. The GParted livecd is a bootable cd that boots its own linux operating system (running exclusively on the RAM, not on the hard drive) and starts GParted.
To create the livecd you need the ISO file. The actual stable version is 0.4.6-1, and you can find the link in the first page of the GParted site.

You save the ISO file on the hard drive (save, not open). Then, you have to burn the livecd using some burning software that permits to burn *ISO image* files, not just data cd (Nero is usual for many mswindows users). However there are several programs (free or not) that can do the same.
After burning the cd, you can boot the computer from this cd. It may be necessary to adjust the boot order in the computer BIOS, so that the cd/dvd drive is prioritary over the hard drive.
Please, keep in mind that this is a powerful tool, used by professionals and system administrators. Working with partitions is potentially "dangerous" for a system. There are steps and operations that don't support cancel or undo. So, read carefully the documentation and take backup of important data before doing any changes in the disk partitions.
Ok, I've gotten a little farther. I downloaded the .iso, and burned it to a disc. I was then able to boot my Mac Pro using the disc. I get all the way to where it sets my language. etc, and that all works fine, but then it just goes to a black screen.
So I have two questions -- one, it looks like you're pretty close to having a version which will work on Macs, but second, the environment is X-Windows, perhaps? That definitely runs on a Mac. Can GParted be run from within X-Windows?
EDITED: Ah, it's Linux. Ok that can be installed on Mac. Is there a distro you prefer?

If you have Ubuntu installed on your computer, then you can install the packaged version of GParted with the following command:
sudo apt-get install gparted
As Class413 points out, probably the best way to use GParted is from a Live CD / USB, such as GParted Live.

Thanks for you reply. I don't recall if I mentioned it, but I already tried to boot from the Live CD. It actually works quite well, until you get past the command prompt, i.e, after I selected 33 for language and 0 for (sorry, I don't remember that setting).
Then the screen just went to black. This says to me that you may be just a bug or two from a mac bootable version -- which I'm sure plenty of us would love to see. If I can help you guys in any way, I'd be happy to try.

Will this command work even if I'm not connected to the internet? That's my next hurdle. Ubuntu doesn't seem to like my wifi card.
If you are not connected to the internet, then you could use another operating system to download the package and then boot into Ubuntu and install GParted. With some searching I am sure you can find details on the internet regarding how to do this with Ubuntu.

The file you downloaded is the source code file.
I suggest you read up on how to install already compiled packages on ubuntu. Either that or use a Live CD as Class413 originally suggested.
Where would I get compiled package? If this is it, gparted-live-0.4.6-1.zip, the resulting folder comes up with an X over it, and 0 items reported, even though on the mac, I can see all items intact.
Also, as I said, I have tried the Live CD. Sorry, but if you have a way for me to use it, or have an idea what if anything I'm doing wrong, I'd very much rather do it that way obviously.
