Gparted don't have such functionality. If you resize/delete primary partition and have free space it's possible to create another primary partition, not possible to create logical partition using the free space. The same, if you have free space after resizing/deleting logical partition it's not possible to create primary partition.

Logical partitions can only be created within an extended partition.

Up to four primary partitions can be created in an MS-DOS partition table.
Or,
Up to three primary partitions and one extended partition table.
Many logical partitions can be created within an extended partition.
