I am running gparted-live-1.4.0-6-amd64. I want to create a bios-grub partition, but there doesn't seem to be an option for this. How do I do this?

Select partition. Partition > Manage Flags > [✔] bios_grub.

bios_grub is just a GPT partition type, not a file system which can be formatted. (You have to install GRUB 2 boot loader to write the boot code into the partition).
