Topic: Can't write to disk after partition (permissions-related)

I have a brand new external hard disk (WD, 1TB). I used initially as NTFS but after a month I decided to use it for my Linux backups. So I used GParted to erase the NTFS partition and created a new one:

Free space preceding: 1 MiB
New size: 953869 MiB
Free space following: 0 MiB
Align to: MiB
Create as: Primary Partition
File system: ext4

Everything OK up to there. I even run "check and repair file systems" and no errors.

The problem is that now I can write to the disk ONLY as root. This is not my goal, since this disk has to be available to anyone who wants to use it, without any kind of password or restrictions.

So my questions
1. does GParted sets permissions when creating a new ext4 partition?
2. If so, how can I create it without any restriction?
