I have one 20GB partition with Windows XP and I have 15GB of unallocated space which is unformatted. Can I combine these 2 partitions giving my 20GB drive the additional free 15GB? If so how do I accomplish with gparted?

Yes (you can expand the windows partition) and Yes (you can do it with Gparted).
The unallocated space isn't a partition, it is just "empty" space. If it is just after your partition, you can expand it to take all that space.
You can use the Livecd (download from the main Gparted page, burn as "CD Image" and boot from it).
Before resizing, read well the documentation

and take backup of important files. Any work on partitions is dangerous for "newbies" as well as for "masters".
After resizing the ntfs partition, you must reboot into xp at least 2-3 times. Don't forget it!
