I have Windows XP on a disk that has only one partition. I would like to split this into two partitions:
One for the OS, and a new one for personal data and files.
Can I do this without a reinstall?

Yes, you can do this, but you can't split the partition. You have to backup your data, shrink the actual partition, create a new partition in the freed disk space and restore data there.
To shrink the partition, you need GParted. It is easier to use the GParted livecd, because GParted can't be installed under any windows version.
To create the new partition, you can use either GParted or the xp disk manager.
