Topic: How to create a HFSJ (Journaled HFS+) volume?

Can someone recommend a Linux or Windows tool with which to create an Apple Mac OS X-style disk partition? (By this I mean a Journaled HFS+ file system.)

Or, alternatively, a Mac-based tool that allows you to do the same over a local network (the partition in question is on a drive that's connected to a windows/linux pc and the macis connected through the local network)?
